David Miliband, the Foreign Secretary, is planning a regional tour of Britain - sparking fresh speculation about his leadership ambitions. Downing Street was not informed about the series of visits, which are being billed as a means of educating the public about the work of the Foreign Office. A spokesman for Gordon Brown said the Prime Minister would be "relaxed" about any meet-the-public British road show by his rival. But such a tour by a Foreign Secretary would be unprecedented, and is being viewed by MPs who have come to hear about it as a clear sign that Mr Miliband is seeking to broaden his appeal ahead of a leadership bid. Rumours about the tour emerged after Foreign Office officials complained to counterparts in other departments about having to work on a project so nakedly unconnected to their usual duties. A senior minister who learned found out about the plans by accident, said: "It is just so blatant. Whoever heard of a Foreign Secretary touring the UK? This is obviously all about David positioning himself for a future contest." An aide to Mr Miliband sought to play down the tour, saying: ``This is at a really early stage. There is an idea in the pipeline but it will not just be David. It is a vague plan that might not happen.'' The timing of the tour has yet to be agreed. Officials drawing up plans for the visits were under the impression that it could take place as early as this August, but the aide said it was unlikely to be that soon. Mr Miliband considered challenging Mr Brown for the Labour leadership in he months before Tony Blair stood down as Prime Minister last year, but was said to have held back amid concerns at his lack of experience of top office. At the time, he had never attained a more senior post than Secretary of State for the Environment, and as a relatively new MP, having entered Parliament only in 2001, he was aware that he had a far lower public profile than Mr Brown. His appointment to Foreign Secretary was seen as a smart move by the new Prime Minister, keeping the main threat to his authority away from the domestic policy arena which might have allowed him to build a higher recognition factor. With Mr Brown faltering so badly following Labour's wipe out at last month's local elections and the loss of both the London mayoral election and the Crewe and Nantwich by-election, and the amid talk of possible leadership challenges, Mr Miliband is increasingly being talked of as the leading contender to replace him. And while it is almost certain that he will not challenge the Prime Minister outright, the news that he is planning a regional tour will fuel speculation that he is positioning himself to be ready if and when a vacancy emerges. After the Crewe defeat, the Foreign Secretary denied he was preparing for a contest, saying he was: "not in the market for any job other than the one I have got at the moment". But his words failed to damp down speculation after he went on to set out his belief that the party needed to remain true to the New Labour philosophy of Mr Blair. Mr Brown, as Chancellor of the Exchequer, was interested only in the increased tax to the exchequer while punishing the poorest sections of society about which, as a devout son of the manse, he cared deeply. You appear to be overlooking the propensity for the police to fabricate evidence and how the police are being used to ensure that they effectively determine the outcome of cases in the civil courts. Fathers for Justice have cause to go to extreme lengths to publicise the corruption in the Family Court. We spent 2 years in Armley Prison on remand following a police frame-up. The Recorder at Wakefield Quarter Sessions kept interfering while we summed up. The jury acquitted us within minutes. There was no compensation. In London we had a visit from Special Branch warning us not to criticise Lord Hunter, a member of the Grand Lodge of Scotland. We were then charged with a number of offences related to dishonesty in financial matters. Again the judge was caught out and was obliged to sum up on our behalf. The jury immediately acquitted us. Why bother about 42 days of detention when the legal system can find innocent people guilty on fabricated evidence? If you dig you may find that Mr Brown is behind the decision of the Monster Raving Loony Party and the untalented Kelvin Mackenzie to stand against you. What about Mr Johnson the Mayor of London sacked by schoolboy Mr Cameron from a ministerial post and then approved for the position of Mayor? Mr Johnson has gathered around him a gang of charlatans mostly from Westminster council. What about Lady Porter the corrupt former leader of Westminster City Council? No Tory MP raised questions about the secret agreement that gave her immunity from prosecution and allegedly allowed her to pay only £12 million of the £42-£49 million she owed to the people of Westminster. Westminster C C is a Tory council and is currently swindling us out of benefit and permitting contracts for development at a prohibitive cost to three preferred contractors with the apparent approval of the Office of Fair Trading. We could write a book about the corruption in the Labour Party and in Tory Westminster City Council. We have also to give her our bank details failing which she cannot pay us the money due to us. We have informed Johnson that we are due a refund for the period commencing 18 September 2006 or earlier and finishing on 13 November 2007 plus or minus one week and we have asked him to instruct his female employee to let us have details in writing of the money due to us and to confirm that she will pay us by cheque.
